It can be used in conjunction with an extra sign that states “except for cycles” as the street may still have cycle access.

What’s the difference between a ‘no through road’ sign and a ‘no entry’ sign?
A no through road sign can be indicative of a dead end or that the road is not accessible to the motorist.
A no entry sign means that the motorist is not allowed to go down that road or go into a particular area or go through a gate.
