UP CM issues guidelines for integrated service commission to recruit teachers – Times of India
LUCKNOW: Chief minister Yogi Adityanath on Tuesday issued guidelines for the functioning of the integrated education service selection commission for appointment of teachers in government-run and aided schools and colleges in UP, including technical institutions. The government had given the nod for setting up the commission in January this year.
The commission, to be known as Uttar Pradesh Education Service Selection Commission (UPESSC), will replace the separate boards and commissions meant for selection of qualified teachers in basic, secondary, higher and technical educational institutions in UP.
The autonomous integrated commission would ensure a time-bound selection process, better utilization of human resources and financial discipline, said a government spokesperson.
As per the guidelines, the commission will be headed by a person holding a post equivalent to that of the vice-chancellor of universities, or an IAS officer with more years of experience.
Considering the future requirements, the CM said that it will be appropriate to set up a unified commission for selection of teachers. “This will help make practical reforms in the education sectors,” he said.
UPESSC will prepare guidelines for the direct recruitment of teachers. After conducting the selection test and interview, the commission will make recommendations to the appointing authority for appointment of candidates.
During the review, Yogi told officials to prepare and present the proposal, frame the outline for the commission, qualification of the chairperson and members, and powers and functions of the commission.
Senior judges and experienced educationists would be included as members, said the government release.
CM said there should be representation from other backward classes, scheduled castes/tribes, and women in the commission. He added that the commission will conduct UPTET in a time-bound manner.
The commission alone will ensure recruitment of teachers in government and aided schools and colleges, Sanskrit schools and minority colleges, government engineering colleges, aided polytechnic colleges and non-government aided madrassas.
