On Sunday afternoon, officers received a 911 call asking for a welfare check on the children who were reportedly in a locked bedroom, according to Salais’ arrest affidavit.
Not long after, firefighters forced their way into the room of a duplex in San Antonio and found two small children inside.
The two-year-old girl had her wrists and ankles tied together, according to the affidavit.
She reportedly had visible injuries, including a black eye and bloody lip, according to KSAT.
The one-year-old boy, was found in a playpen “completely covered” by a baby carrier and a changing table, trapping him inside the pen.
The affidavit said the boy’s nappy was “heavily soiled”.
Ms Salais was reportedly temporarily given custody of the children while their parents being investigated by Child Protective Services (CPS) for physical abuse.
Ms Salais is reportedly the stepmother of the children’s mother. She is not a licensed foster care parent in the state of Texas, a CPS representative told KSAT.
While being taken into custody, Ms Salais denied the charges against her, telling reporters to “get their facts straight” about the case.
The mother of the children, Isabella, told KSAT that she trusted Ms Salais to take care of her children.
“I’m sorry that it got this far,” Isabella said. “I should never have trusted anybody with them.”
The children are now under the care of CPS.
A bond of $75,000 ($A103,000) was set for each count against Ms Salais, for a total of $150,000 ($A206,000).
As of Wednesday afternoon, she has not posted bail on either count.
The Sun has contacted the SAPD for comment.
