Ahmedabad: The state health department has appointed 61 super speciality medical students on one-year mandatory duty at various hospitals as teachers as part of their bond obligation. Sources said that this is for the first time the health department has appointed super speciality medical students on bond duty.
In a notification dated September 21, the state health department has ordered 61 super speciality medical students to report to the duty within the next 10 days. The notification says that if they fail to report to duty or fail to complete this mandatory one-year tenure the students will have to pay Rs 50 lakh to the health department as their bond obligation.
The notification says that the hospitals where they have been appointed as teachers will have the power to assign them to any facility the administration requires for their services.
Sources said that a group of super speciality medical students has filed a case against the health department. The students had approached the high court regarding the bond issue in which they said that the state government should not make them write bonds as super speciality students are not from state quota but are admitted in all India quota. The students said that they were not informed about the mandatory bond at the time they were admitted but were made to write bonds just before the exams.
The health department makes state quota PG students from government run medical colleges to sign bonds amounting to Rs 40 lakh each. The students are supposed to work at government run health centers in rural areas for one year failing which they have to pay the bond amount. Similarly, the undergraduate students are made to sign Rs 20 lakh worth bonds. Super speciality students are made to write a bond of Rs 50 lakh.
The notification by the state health department has mostly appointed students to the hospitals where they are studying. The department has appointed 17 students specialising in cardiology and cardiac anesthesiology to UN Mehta Hospital, 28 oncopathology, surgical oncology students to Gujarat Cancer Research Institute (GCRI), two students each in Bhavnagar, Rajkot, and BJ Medical College and three students at Surat government hospitals. The remaining students specialising in nephrology have been appointed in the Institute of Kidney Diseases and Research Centre (IKDRC).
