PANAJI: The Goa Board of Secondary and Higher Secondary Education has issued new guidelines to schools to conduct examinations for students with disabilities, which have been framed by the ministry of social justice and empowerment.
The guidelines state that compensatory time of not less than 20 minutes for per hour of the examination should be allowed to persons with disabilities who are eligible for a scribe to write the exam. Schools have been told to hold the exams for such persons at ground floor as much as possible and also to make the examination centres accessible for persons with disabilities.
“The candidate should be allowed to use aids and assistive devices such as prosthetics and orthotics, hearing aid, etc, as mentioned in the certificate issued by the medical authority,” states the guidelines issued.
The candidates should also be allowed to take different scribe for different papers, especially in the case of languages. There should be flexibility in accommodating any change in scribe in case of emergency, state the guidelines.
However, the guidelines state that strict vigilance should be ensured to check misuse of the facility of scribe. “In case the candidate is allowed to bring his own scribe, the qualification of the scribe should be one step below the qualification of the candidate taking the examination.”
Goa Board already has its own policy for children with special needs which extensively cover issues related to disabilities and already provide guidelines for allotment of scribes, extra time and other such relaxations.
The ministry’s guidelines now state that in case the examination body provides the scribe, it should be ensured that qualification of the scribe should not be more than the minimum qualification criteria of the examination. However, the qualification of the scribe should always be matriculate or above.
The guidelines also state that the candidate should have the discretion of opting for his/her own scribe or request the examination body for the same.
“The candidates should be allowed to meet the scribe two days before the examination so that the candidates get a chance to check and verify whether the scribe is suitable or not.”
