The computer-based test will be conducted in the first week of July and it will be based on the NCERT’s syllabus for Class XII.
On doing away with Class XII marks based admissions as well as granting any weightage to Board exam scores, M Jagadesh Kumar, chairperson, UGC, said: “Not using Class XII marks is not a new thing, for example in all IIT admissions we use JEE scores primarily because of the diversity of the boards and the different kinds of evaluation systems. The same is true with the university admissions also. And that’s the reason why we are giving one standard, NCERT syllabus so everybody can prepare from there and have a common reference ground and compete and then get admission. So that’s the reason why we have decided to go for only a CUET score for admission in UG programmes.”
Kumar said that the CUET will provide a common platform to get admission in all universities and colleges and provide equal opportunities to candidates across the country from different educational boards, and especially those from the Northeast part of our country and from the rural and remote areas. “It is also expected to reduce the financial burden on parents and students do not have to write multiple tests for admission in UG and PG programmes. For the academic session 2022-23 all higher educational institutions, irrespective of whether they are state universities, private universities or deemed to be universities can use the CUET score for admissions in UG and PG programmes. However, admissions in the UG programmes in all central universities will be based solely on CUET scores,” said Kumar.
As first reported by the TOI on March 16, CUET will be conducted in 13 languages. It will comprise of three sections – a compulsory language test (out of the 13 languages), a domain test where a candidate will be allowed to six a maximum of six domain specific tests out of 27 options and the third section which is optional where an aspirant can take a general test (aptitude) and a languages test out of 19 given choices (which include Japanese, Russian, , German, French, Santhali, etc) if he/ she wishes to pursue that language at undergraduate level.
According to Kumar, the exam is to be scheduled in two shifts. “Shift one will have the compulsory language test, two domain subjects and the general test. Shift two will have four domain subjects and the one language of 19 choices given.”
According to the UGC head, the new entrance test will not affect existing reservation policy as per the provisions contained in the ordinances or regulations of the respective universities during admissions. “All we are saying is that you need to use CUET scores for your admissions. Let’s say a certain university reserves a certain percentage of the seats for local students. It will remain for the local students. The only difference is that the local students or the reserved category like all other students will also come through the common entrance test.”
On whether the same rules will apply to central universities such as Jamia Millia Islamia and Aligarh Muslim University or St Stephen’s College who admission policy is different from the rest of DU colleges, Kumar said that CUET score is compulsory for all central universities and their affiliated colleges. “When CUET is made compulsory for a central university, it will be mandatory for its constituent colleges as well. However, the university’s statutory body has to discuss it first and adopt it. In minority institutions, where a certain percentage of seats are reserved for the aspirants from the minority communities, use of CUET score will not impact the reservation. Therefore, admission for those seats too will be based on CUET.”
