Chhattisgarh considers granting supplementary exams for students failing in two subjects – Times of India

Raipur: In response to a growing demand from students who have failed in two subjects, all state-run universities have provided oral consent to allow them to sit for supplementary examinations. The higher education department of the Chhattisgarh government is considering granting this short-term relief for one session. If approved, approximately 80,000 students across the state will benefit.

The state government has already established a committee that has conducted two to three rounds of meetings. Another meeting is scheduled to take place within the next day or two to amend the university ordinance, permitting students who have not passed two subjects to participate in supplementary exams. Currently, the rules allow students failing in one subject to sit for supplementary exams while failing in more than one subject requires a student to reappear for the entire examination.
An official present at the committee meeting held at Mantralaya on Thursday informed TOI that the state government is supportive of the students’ demand, and an official order is expected to be issued within the next day or two. The official clarified that this relaxation will apply for one academic session.

Professor Sachchidananda Shukla, Vice Chancellor of Pt Ravishankar Shukla University (PRSU), stated, “All universities have orally agreed to the request of a large number of students who did not pass the undergraduate examinations. This led to the formation of a committee by the state government, which has already conducted several meetings. The committee may make a final decision on this matter within the next day or two. In my personal opinion, I believe students should be given this opportunity. Considering the impact of Covid-19 across all sectors, including education, students are still recovering from the situation. Philosophically, I would suggest this adjustment for a year, but not for an extended period.”
This temporary adjustment is a response to the recent shift from online mode examinations, which were conducted for three years due to the global COVID-19 pandemic, to offline mode examinations. This shift has significantly influenced examination results, according to the Vice-Chancellor.
Universities such as Pandit Ravishankar Shukla University, Hemchand Yadav University Durg, Bilaspur University, and Raigarh University have reported comparatively weaker results.
Among the students facing academic challenges, a considerable number struggled in two subjects. With the extension of eligibility for supplementary exams to cover two subjects, approximately 80,000 students are expected to benefit. These students will have the opportunity to participate in the upcoming examinations.
The existing regulations governing graduation studies and examination procedures in state universities allow for supplementary exams in a single subject.
However, an upcoming amendment to these regulations will expand the scope of supplementary exams to include two subjects. In the context of PRSU’s annual examinations, a total of 125,463 students participated in the three-year graduation program. Among them, 48,925 students achieved passing grades, while 50,767 students faced challenges. Out of the 48,925 students who failed, 24,542 students, who failed in one subject, were granted permission to take supplementary exams.
A similar trend can be observed in other state-run universities like Durg University, Bilaspur University, Sarguja University, Bastar University, and Raigarh University, where an estimated 80,000 students encountered difficulties in two subjects during this academic year.
In the 1990s, students taking PRSU examinations were allowed to take supplementary exams in two subjects. However, this rule was later amended to only allow supplementary exams for failures in a single subject.
The Department of Higher Education has drafted proposals for this change. A meeting of the Vice-Chancellor and other relevant officials was convened on Thursday to discuss the specifics of this proposed amendment. It is expected that a consensus on the format of these supplementary exams in two subjects will be reached. Subsequently, this amendment will be presented to the Chancellor for final approval.
