After two previous bids were rejected, the Gunners agreed a £105million fee with West Ham for Rice but the clubs are still negotiating over the structure of the payments.
Arsenal have also reached an agreement with Ajax to sign Timber for £40m, with the north Londoners set to pay £36m up front plus a further £4m in add-ons.
According to the Daily Mail, the final touches of both deals are now being put in place and the Gunners have already scheduled medicals for the two players in the coming days.
The Rice transfer is said to be ’95 per cent complete’ with discussions still taking place over the structure of the payments, though all parties expect to reach a compromise very soon.
Arsenal had hoped to pay the £100m fixed part of the fee over the course of four years in several instalments, but West Ham want it paid by the start of 2025.
Talks between the clubs are continuing on Monday with a view to reaching a full agreement within the next 24 hours.
Rice will then be able to undergo his medical and put pen to paper on a long-term contract that will see him pocket in excess of £300,000-a-week.
The Timber deal has fewer obstacles to overcome and it is just a matter of the final paperwork being completed before the 22-year-old is granted permission to fly to London for his medical.
Although the Netherlands international was involved in the UEFA Nations League barely two weeks ago, he has elected to cut short his holidays early to ensure he is in top condition when he moves to the Premier League.
Timber reported back to Ajax training on Friday despite not being required back for another week, with the Dutchman conscious that he will need to make a big impression in pre-season to dislodge Ben White.
Having already secured a £65m deal for Kai Havertz, Arsenal are confident of wrapping up the signings of Rice and Timber by the weekend – meaning they will be signed in plenty of time to go on the club’s pre-season tour of the USA.
Mikel Arteta is also thought to be keen to add one more midfielder to his ranks, though Liverpool have reportedly come in for teenage target Romeo Lavia, and the club’s main focus now will be on shipping out fringe players.
