Nelson has already turned down two contract extensions, with his current deal due to expire at the end of the season.
The Seagulls are ready to swoop in and snatch Nelson from Arsenal on a free transfer if the Gunners cannot agree a deal with the academy graduate.
But according to CBS Sports, the north Londoners have now offered Nelson a fresh deal as they look to keep him at the Emirates.
The 23-year-old has struggled for starts during Arsenal’s title-challenging campaign but has still made key contributions on the pitch – notably his last minute winner against AFC Bournemouth in April.
Nelson has not started a Premier League game this term, making five starts in cup competitions having also struggled with a thigh injury earlier in the season.
He has registered a total of three goals and three assists in 17 games for Arsenal this term across all competitions.
Bukayo Saka, Gabriel Martinelli and Leandro Trossard are ahead of him in the Arsenal pecking order and Brighton may be able to offer more playing time.
The south coast club are not the only side linked with Nelson with French side Nice also thought to be interested in a deal.
West Ham are keen too, and a potential move there means he would be able to remain living in London.
