MANILA, Philippines — The National Economic and Development Authority (Neda) approved a P170.6- billion public-private partnership (PPP) proposal to rehabilitate the Ninoy Aquino International Airport (Naia), according to agency chief Arsenio Balisacan.
During a press briefing on Wednesday in Malacañang, Balisacan announced that Neda has approved three major infrastructure projects, including the Naia rehabilitation.
“This project is under the DOTR (Department of Transportation) and the Miaa (Manila International Airport Authority). With the total project cost of P170.6 billion, the goal of the project is to address longstanding issues at Naia such as the inadequate capacity of passenger terminal buildings and restricted aircraft movement,” said Balisacan.
The proposed PPP project aims to improve overall passenger experience, which would also address the facilities issue that caused the Naia shutdown in January, he said.

According to Balisacan, the aim is to increase the airport’s annual capacity from 35 million to at least 62 million passengers.
“The project is also expected to improve the overall passenger experience and service quality to prevent long queues, lengthy waiting time and other passenger inconveniences,” said Balisacan.
Also approved by the Neda were the P7.48-billion Samar Pacific Coastal Road 2 project and the P12.75-billion Laguindingan international airport project.
“The Neda board also confirmed the proposed adoption of a national policy and infrastructure sector masterplans. The policy aims to harmonize and rationalize the formulation of master plans for the infra sector across the government,” said Balisacan.
